Pax Americana in search of Risorgimento

The scene takes place at the Davos Congress Center on the sidelines of the World Economic Forum 2026, in the chapel of the evangelical community of an officially neutral country. The funeral oration pronounced around the tomb is dedicated to preserving the corpse, which has not yet been identified in a temple presented as indestructible but whose contours are still vague. For whom does the bell toll? Pax Americana is on everyone's mind, as well as its "watchdog", the Security Council.

This is how a Regime of Absolute Domination over the rest of the world displays its claim to rise to the rank of "Homo Divinus Americanus". For the first time, he realized that if security still limited the risks of another world war, it was not adapted to preserve peace everywhere. Hence the idea of the Board of Peace (BoP), launched in a formal manner so as not to give the impression of wanting to "replace" the entire United Nations System (UNS): to invite only a third of its member countries (60/193), to impose preliminary obligations to limit the number of candidates for the tomb (28) as well as their participation in the ceremony (18), discourage the other permanent members of the Security Council (SC) from joining it (4).

The purpose of the Charter was clearly signed: to note the cadaverous state of the SC to bury it alive in a grave, to celebrate its rebirth in the form of the BoP. However, with differentiated treatment: BoP benefits from the exclusive intellectual property status. Also, all participants must pay $US 1 billion, agree to express themselves in English and become familiar with Christian evangelicalism.

The other permanent members of the SC, disappointed to be relegated to mere guests, remain on the sidelines in the hope of regaining a privileged place to the detriment of the other participants in the session. But these four do not form a united bloc, if only to better weigh on the scales. Two stand out by raising their voices to remind us of their status as allies. The other two remain silent in the hope of preserving the status quo within the SC. All of them are content to warn of risks such as jungles, hacking, the law of the strongest and to denounce the darkness into which the whole world is plunging. None of them bother to find out more about the criterion for choosing guests. Why are so many others excluded, including this group of countries that "offered" the Atlantic coast on a platter during a solemn welcome to the White House in 2025? Why does the African Union continue to demand a seat in this tomb? In short, what is at stake?

The reminder of the facts places BoP outside the field of Prospective Science as soon as it reduces a scenario (UN capped) to a vision of a new regime of domination. It is not yet in Transformative Science being by definition without a Plan B, limiting itself with the help of a multitude of skyscrapers to a "persification" of the RoW (rest of the world), once disarmed, destabilized and selectively depopulated.

BoP is, on the other hand, put to the test of Constructive Science as soon as it shows its desire to make the Security Council a sufficiently global issue to reduce its other permanent members to the status of actants, sketches a Test-Bed in several laboratories in the hope of finally having the Master Plan for the transformation of the rest of the world (RoW) into a space with free access, to the delight of so many redeemers nostalgic for the Great Depression and demo-sourcers disguised as doomers in the service of a redemptive cause under the pretext of "saving humanity" with the help of a triple AI, carbon and demographic bomb.

This is obviously not a constructive vision but a simple aspiration devoid of any matrix of stakes/players and a range of games/goals/targets that is sufficiently transparent for other countries to make an informed decision:
- to fall into neo-fascism once the UN is "capped" in the name of the old principle according to which "war is the continuation of politics by other means (General Carl von Clausewitz)";
- To set itself up as a standard-bearer of another principle: "Peace stems from a policy culture while war stems from a culture of political entrepreneurship (political).
In short, to be part of the positive science behind "naïve realism" or in constructive science.

Can overseeing the UN garner the support of the whole world? Nothing excludes it when it allows itself to be trapped by various maneuvers consisting, for example, in creating a "family resemblance" between BoP and SC, which authorized it by Resolution 2803 before allowing only 18 other selected countries to ratify its Charter in Davos.

The other trap stems from the authorization given to the IMF to carry out any "chainsaw massacre " of the pin type. The essential thing is to merge the whole system into it. As a reward, guarantee continuity in his management, thus leaving the Fund in the hands of a friend. What remains of the consensus established on the profile of the next UN Secretary-General? a woman? Yes; Latin American? especially not when only 2 countries from this region (Argentina, Paraguay) among the guests agree to sign the BoP Charter.

Instead of the UN, making Peace a Capital" under the supervision of the IMF, which issues certification only to any party-state, is a system that guarantees the sustainability of the continuous flow of massive flight of capital and resources, all the more easily because it is in the hands of specialists in "hidden debts" who also want their share of the cake. The Risorgimento is not far away. Will R. O. Paxton revisit his position when he had ruled out this hypothesis, preferring only to affirm that "Trump's regime is a plutocracy" (Le Monde, 6 March 2017).

This is how "naïve realism" plunges the world into a new version of neo-fascism, all the more easily since a monument has been erected in its honor and the holder of 35% of the copyright invites "the intellectuals present at this ceremony such as the Nobel Prize for Literature Wole Soyinka to dust off history, set the record straight and look resolutely to the future". However, it took 23 years for him to denounce the adoption of "the aesthetics of a neo-fascist public art" in his latest book "Beyond Aesthetics" (Présence Africaine 2025). A denunciation that did not arouse any challenge, let alone condemnation. For much less, a mercenary claviardeur avant la lettre was simply condemned to "death" by all the disciples of this same guru, simply because he had invited him to take into account the progress made possible by cliometry (A. Maddison) in the reconstruction of the scenario of the second millennium inviting us to abandon the existence of a so-called American model to be imitated by Africa. No doubt this was a blow too many, since he had also taken the liberty of refusing to join his clan after having introduced it to foresight, obliged to double the salaries of all civil servants, frozen for more than a decade, after having curbed the appetites of his predecessor with the help of a lyrical illusion (Sud Quotidien, March 2000) inspired by that of Dante:

At this rate, the option of overtaking the UN by BoP and the IMF can no longer be ruled out. It would perhaps be enough to offer this monument in place of a golf course. Then all countries will join the party-state and will be eligible for the Master Plan still at the test-bed stage. Thus, the forerunners of the "Renaissance" (neo-fascist) will be visible everywhere, including in Africa, which is entirely excluded from the BoP, according to the ranking established by CNN.

This principle calls into question Clausewitz's principle, which served as a pretext for the 2nd World War as a continuation of politics by other means. The problem is that since then - no doubt because nature abhors a vacuum - the figure of the political entrepreneur has prospered at a frightening pace. To the point of being the main germ of the party-state, which alone explains the posture of all the member countries of the UN, the Security Council in the lead.

Is an unexpected twist nevertheless possible? Can a few countries take the initiative, offer an alternative to "benign neglect" in favor of a robust vision that attracts everyone's support to the detriment of the obsolete BoP? The succession of disastrous events resulting from this project will make it easier for several of them to reach a consensus. There is no shortage of arguments: peace does not need any charter but a robust vision. If this were the case, several conflict zones would have returned to normal, starting with the United States. It should not even be ruled out that the initiative will come from this country as soon as it switches to a regime of universal democracy materialized by a real federal ecosystem that is easy to share with other countries.

This is because everyone's adherence to a new vision of a world at peace implies a radical break with its current neo-Westphalian allure, which is completely mired in the traditional or even Jacobin Westphalian form, sources of so much violence and terror. An agenda at the heart of the global quantum ecosystem, determined to validate this vision at the next Quantum World Congress (QWC, September 22-24, 2026), when it commits to accelerating the democratization... as a core value so that inequality does not become more extreme and society's trust in the quantum can be earned and maintained. In short, to act on the end of the multi-millennial stagnation once the world has emerged from the twentieth century by the oscillation between Open and Innovation Science. A radical creative break. It is still necessary to take the measure of the scientific distance of the QWC from this Renaissance without falling into the multiple traps of neo-fascism which are not limited to the attempt to oversee the UN.

A possible twist cannot be ruled out when "Pax Amerigondwana is gradually formed as a result of a reconciliation between Americana and Gondwana, literally and figuratively. The shrinking Atlantic Ocean facilitated his invitation under the pyramid where he became familiar with Large-Scale Architecture. The academic world is taking advantage of this to revisit its definition of prospective science and to acquire the capacity to absorb exploratory methodology. Avoid limiting yourself to statements such as: "Science is inherently forward-looking, seeking to discover unknown phenomena, deepen understanding of the world and answer new questions". It is more than that: prospective, constructive and transformative.


Public authorities are doing the same with constructive science in order to facilitate the adoption of the new scalable, defixative and assortative federal ecosystem. Independent bodies in charge of the calibration of performative qualities are working on this, accelerating the Moonshot in transformative science to the last mile throughout the Amerigondwana space based on the experience gained within the global quantum ecosystem.
